The 6′ x 6′ x 6′ restriction is the standard rule enforced by Emerald Coast Utilities Authority (ECUA) for routine weekly yard waste and bulk collections. 
During a declared disaster or hurricane recovery, routine collection limits are superseded by emergency debris removal operations, but FEMA does not pick up debris directly.
Instead, Escambia County hires specialized disaster debris contractors who use claw trucks and heavy equipment to collect huge storm piles from the public right-of-way. FEMA Public Assistance funds and reimburses the county for the operation rather than sending federal trucks to residents’ curbs. 
What Changes for Huge Storm Piles
Pile Size: You do not need to cut down or restrict storm debris into 6′ x 6′ piles. Claw trucks and self-loading debris haulers can handle large tree limbs and massive piles.
No Bags: Do not put vegetative storm debris in plastic trash bags. Heavy equipment cannot mulch bagged debris easily, and bagged piles are often bypassed. 
Multiple Passes: County contractors make multiple sweeps across neighborhoods (usually an initial pass followed by second and final passes) over several weeks or months.
The Strict Rule That Does Apply: Sorting
While pile dimensions are relaxed, FEMA and Escambia County strictly enforce debris sorting. Mixing categories will result in crews leaving your pile behind.
Piles must be placed along the public right-of-way (within roughly 10–15 feet of the road edge, not blocking traffic lanes) and separated into distinct categories: 
Vegetative Debris: Tree branches, logs, brush, fallen limbs. 
Construction & Demolition (C&D): Drywall, lumber, roofing materials, carpet, fencing. 
Appliances / White Goods: Refrigerators, stoves, washers, water heaters. 
Electronics: TVs, computers, monitors. 
Household Hazardous Waste: Paint, solvents, lawn chemicals, batteries. 
Critical Placement Guidelines
Do not block utilities: Never stack debris against fire hydrants, water meters, power poles, low-hanging lines, guy wires, or mailboxes, as claw trucks cannot reach the pile without causing damage. 
Keep stormwater clear: Do not push piles into roadside ditches, drainage swales, or over catch basins. 
Stay on the right-of-way: Contractors are legally prohibited from entering private driveways or property to retrieve debris.
