BREAKTHROUGH DOWNTOWN: Two Arrested Following Deadly July 4th Weekend Mass Shooting on Intendencia Street
Pensacola Police have executed their first arrests following the July 4th weekend mass shooting on Intendencia Street. A 26-year-old Alabama man and a 25-year-old local woman are in custody as federal and local agencies hunt for the primary homicide suspects.
Pensacola, Fl. NewsWK — Local and federal investigators tracking the tragic Independence Day weekend mass shooting in downtown Pensacola have made a major breakthrough, booking their first two suspects into the Escambia County Jail.
The violent incident, which erupted during a social media-driven “teen takeover” in the early hours of Sunday, July 5, left 19-year-old Phillip Devon Monte Sheppard Jr. dead and six other young people wounded. Pensacola Police Chief Eric Winstrom confirmed this week that the shooting was not a random act of violence, but rather the destructive culmination of a targeted, long-running gang-related feud.
The First Handcuffs: An Alabama Felon and Local Accomplice
Following an intense multi-agency push for tips, surveillance analysis, and ballistics mapping, Pensacola Police detectives formally took two individuals into custody on Tuesday.
The first suspect has been identified as Nicholas Safford, a 26-year-old Alabama resident. Safford, whom authorities describe as a multi-time convicted felon, faces severe felony charges including:
- Aggravated assault with a deadly weapon
- Discharging a firearm on a public scene
- Possession of a firearm by a convicted felon
The second arrest pulled back the curtain on an alleged cover-up immediately following the volley of gunfire. Lillian Meyers, a 25-year-old resident of Escambia County, was taken into custody and charged with tampering with evidence and accessory after the fact. According to investigators, Meyers actively received one of the firearms utilized during the shootout and removed it from the active crime scene in a deliberate attempt to shield individuals from law enforcement.
Volley of Fire: ATF Confirms Multiple Weapons
The shooting took place at approximately 1:20 a.m. along Intendencia Street, in the narrow corridor situated between Jefferson and Palafox streets. The block was heavily congested with hundreds of unaccompanied young people—some as young as middle school age—who had remained downtown following the city’s waterfront fireworks display.
Chief Winstrom, who was near the scene when the violence broke out, noted that the initial gunfire sounded like a synchronized “volley of fire,” discharging anywhere from 10 to 20 or more rounds. On-scene processing alongside forensic specialists and agents from the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) has since confirmed that at least three distinct firearms were discharged during the chaos, proving the presence of at least three separate shooters.
While Sheppard was targeted directly and died at the scene despite immediate life-saving CPR from arriving officers, the six surviving victims, ranging in age from 16 to 26, were caught in the crossfire of stray bullets. Hospital officials confirmed that five of those six injured victims have now been successfully treated and released from area medical centers, with the final victim remaining stable.
The Search for Homicide Suspects Continues
While the arrests of Safford and Meyers mark substantial operational progress for the Pensacola Police Department, Chief Winstrom emphasized that the investigation is far from over. Neither individual has been charged with the direct execution of the homicide, meaning the primary shooters responsible for taking Sheppard’s life are still actively being hunted.
“I met the grieving mother of this 19-year-old young man, and she deserves justice, and she deserves answers,” Chief Winstrom stated to regional media platforms. “We’re going to do everything we can to get those for her.”
The crime scene remains highly active, and authorities are continuing to review crowdsourced digital files. Anyone who captured smartphone photos, video clips, or vehicle dashcam footage near Palafox, Intendencia, or Jefferson streets between 11:00 p.m. Saturday and 2:00 a.m. Sunday is fiercely urged to step forward.
