PENSACOLA, Fla. (NewsWK) — A joint 10-month investigation into a sophisticated, widespread metal theft operation has culminated in the arrest of two local individuals. The suspects are accused of systematically stripping approximately $250,000 worth of copper wiring directly from regional transit infrastructure, leaving major roadways and bridges plunged into darkness.
The extensive operation, which initially launched in September 2025, was spearheaded by the Pensacola Police Department in tight coordination with the Florida Highway Patrol (FHP).
According to law enforcement officials, the thieves targeted utility poles, interstate illumination networks, and major bridges. Investigators estimate the ring successfully stripped over 100,000 total feet (nearly 19 miles) of electrical and grounding cable during their run.
Landmark Infrastructure Left in the Dark
The sheer scale of the structural vandalism created severe public safety hazards for local commuters. Among the hardest-hit areas was the Barrancas Bridge over Bayou Chico. Motorists crossing the span at night had reported completely non-functioning safety lights for months—a direct consequence of the bridge’s interior wiring bays being entirely cleared out by the thieves.
Similar recurring infrastructure thefts were documented along primary stretches of the local interstate highway grid, costing taxpayers hundreds of thousands of dollars in damages and looming municipal repair bills.
A Dramatic SWAT Takedown in Bayou Chico
The multi-agency dragnet led authorities to two primary suspects: David Nielsen, 37, and Rae Ann Horne, 31.
The investigation reached a dramatic climax when the Pensacola Police Department SWAT team, alongside the Florida Fish and Wildlife Conservation Commission (FWC), moved to execute high-priority arrest warrants on a vessel owned by Nielsen, which was anchored directly in Bayou Chico.
Upon noticing the approaching tactical units, Nielsen reportedly leapt off the boat into the bayou in a desperate bid to swim away and evade custody. FWC officers and perimeter units quickly cornered and apprehended him in the water. Horne was taken into custody on the scene without further incident.
Severe Felonies and Ongoing Inquiries
The suspects are facing heavy structural damage and theft charges in the Escambia County court system:
- David Nielsen has been booked on first-degree felony charges of theft of copper from utility poles, alongside multiple counts of felony criminal mischief.
- Rae Ann Horne faces felony counts of dealing in stolen property. Investigators allege she was responsible for transporting the massive spools of compromised wire to various local scrap yards to liquidate the metal for fast cash.
Pensacola Police Public Information Officer Mike Wood indicated that while these two core arrests represent a massive breakthrough, the investigation remains fluid and highly active. Authorities confirmed that several additional arrests are actively forthcoming as detectives trace the broader distribution and processing network.
The highly successful multi-agency crackdown relied on structural and intelligence support from the Escambia County Sheriff’s Office, the Florida Department of Law Enforcement (FDLE), and the FWC.
