Pensacola, Fl. NewsWK — Pensacola Police Chief Eric Winstrom has released critical new developments regarding the tragic Fourth of July weekend mass shooting that shattered the holiday celebrations on Intendencia Street, leaving one teenager dead and six other young people wounded.

Victim Formally Identified

Authorities have officially identified the deceased victim as Phillip Devon Monte Sheppard Jr., 19, of the local area. Sheppard Jr. was pronounced dead at the scene shortly after gunfire erupted at approximately 1:20 a.m. near the Intendencia and South Palafox Street corridor, despite life-saving CPR efforts initiated by responding officers.

The six remaining victims—ranging in age from 16 to 26—continue to recover from their injuries at local medical facilities. Law enforcement officials confirmed that all six are currently expected to survive the targeted attack.

Investigation Reveals Ongoing Feud, Multiple Weapons Used

Preliminary ballistic testing and forensic mapping have verified that at least two separate firearms were discharged during the chaos, spraying the crowded downtown thoroughfare with a volley of bullets.

Chief Winstrom revealed that detectives have successfully traced documented social connections among the key individuals involved. Investigators have determined that the violence was not a random act aimed at holiday tourists, but rather the explosive culmination of an “ongoing feud” heavily tied to local youth gang factions.

“This was a brazen act executed in an area where we had heavily deployed extra-duty personnel specifically to protect the public,” Chief Winstrom noted, referencing the 50-officer crowd control detail that was actively patrolling downtown when the shooting occurred.

No Suspects in Custody; Public Assistance Crucial

As of Tuesday morning, no suspects have been formally detained or booked into the Escambia County Jail in connection with the homicide.

Because hundreds of witnesses were packed onto the streets when the panic ensued, the Pensacola Police Department is making an urgent appeal to the public. Anyone who captured smartphone photos, video recordings, or possesses dashcam or private business surveillance footage from downtown Pensacola between 1:00 a.m. and 2:00 a.m. over the weekend is urged to come forward.
