Two suspects are now behind bars as tactical units aggressively pursue remaining leads to identify at least one more active gunman.

The targeted attack, which occurred amid a social media-driven holiday crowd of hundreds of unsupervised youths, tragically claimed the life of 19-year-old Phillip Devon Monte Sheppard Jr. and left six other teenagers and young adults wounded.

Suspects Identified and Taken Into Custody

Court records reveal that Nicholas Safford, 26, and his girlfriend, Lillian Meyers, 25, have both appeared before an Escambia County judge following their arrests by local tactical units.

According to investigators, the violent outbreak stemmed from an volatile, ongoing feud among individuals with deep-seated social connections and documented local youth gang ties.

Police allege that during the confrontation, Safford retrieved a handgun and handed it directly to Meyers. Meyers then allegedly took the weapon and fled the immediate perimeter of the crime scene to hide or dispose of the firearm before responding officers could secure it.

Ballistics specialists have confirmed that at least two separate weapons were fired during the brief but intense volley of 10 to 20 rounds.

Active Hunt for Remaining Shooters; Curfew Talk Intensifies

While getting Safford and Meyers off the streets marks a monumental step forward, Pensacola Police Chief Eric Winstrom stressed that the investigation is far from over. Authorities believe there were at least three separate shooters actively firing into the area.

“Retaliation is always a major concern for us when an incident like this happens,” Chief Winstrom stated. “That is why it remains our number one priority to get these remaining individuals off the street as soon as possible, ensuring they cannot target anyone else.”

The shock of the holiday weekend violence has also forced city leaders to look at long-term prevention. Mayor D.C. Reeves confirmed that discussions are actively underway regarding a potential nightly curfew for unsupervised minors. City hall is currently working through the legal complexities of how a curfew would be enforced, particularly regarding how officers would safely return unaccompanied middle and high school-aged children back to their families late at night.
